民航局关于调整国际客运航班的通知
各运输航空公司:
为继续做好疫情防控工作,同时便利国际人员往来,根据国务院联防联控机制要求,依据《中华人民共和国国境卫生检疫法》《中华人民共和国突发事件应对法》和《中华人民共和国民用航空法》等有关规定,现对国际客运航班数量进行调整,具体安排通知如下:
一、已列入民航局3月12日官网发布的“国际航班信息发布(第5期)”(以下简称“第5期”)航班计划的中外航空公司可以上述航班计划为基准,继续按照以下原则执行自/至中国的国际客运航班:国内每家航空公司经营至任一国家的航线只能保留1条,每条航线每周运营班次不得超过1班;外国每家航空公司经营至我国的航线只能保留1条,每周运营班次不得超过1班。上述航线航班可在本公司经营许可范围内调整境内外航点。
二、自2020年6月8日起,所有未列入“第5期”航班计划的外国航空公司,可在本公司经营许可范围内,选择1个具备接收能力的口岸城市(具体城市名单可在民航局官网查询),每周运营1班国际客运航线航班。
三、各航空公司由于受疫情影响调减航班涉及的航线经营许可和起降时刻继续予以保留。
四、请各航空公司根据上述要求,向民航局运行监控中心申请运行至2020年10月24日的航班预先飞行计划。
五、各航空公司应按照民航局发布的《运输航空公司疫情防控技术指南》要求做好各项防控措施,落实民航局、海关总署联合发布的《关于中国籍旅客乘坐航班回国前填报防疫健康信息的公告》要求。
六、为防止航班入境地点过于集中,确保口岸城市具备相应的国际航班和旅客接收的综合保障能力,各航空公司在安排新增航线航班前,应取得由口岸机场所在地省级联防联控机制办公室或应对疫情工作领导小组办公室出具的《疫情防控保障能力确认函》(模板见附件)。
七、自2020年6月8日起,实施航班奖励和熔断措施。
1.民航局、外交部、国家卫健委、海关总署、移民局等共同建立专班机制,以入境航班落地后旅客核酸检测结果为依据,对航班实施熔断和奖励措施。
2.奖励措施。航空公司同一航线航班,入境后核酸检测结果为阳性的旅客人数连续3周为零的,可在航线经营许可规定的航班量范围内增加每周1班,最多达到每周2班。
3.熔断措施。航空公司同一航线航班,入境后核酸检测结果为阳性的旅客人数达到5个的,暂停该公司该航线运行1周;达到10个的,暂停该公司该航线运行4周。“熔断”的航班量不得调整用于其他航线。“熔断”期结束后,航空公司方可恢复每周1班航班计划。
八、在风险可控并具备接收保障能力的前提下,可适度增加部分具备条件国家的航班增幅。
九、本通知自发布之日起生效,民航局2020年3月26日发布的《关于疫情防控期间继续调减国际客运航班量的通知》(民航发〔2020〕12号)同时失效。

CAAC Notice on Adjustments to International Passenger Flights
June 4, 2020
To All Transport Airlines:
To continue our efforts in epidemic prevention and control and facilitate international personnel exchanges, Civil Aviation Administration of China (CAAC), as required by the Joint Prevention and Control Mechanism of the State Council, decides to make adjustments to the number of international passenger flights, based on the Frontier Health and Quarantine Law of the People's Republic of China, the Emergency Response Law of the People's Republic of China, the Civil Aviation Law of the People's Republic of China and other relevant regulations. The following are the detailed adjustments:
1. Chinese and foreign airlines that already had their flight schedules included in the Information on International Flight Plans (Phase Five) (hereinafter referred to as “Phase Five”) issued by CAAC on its official website on March 12 could continue to operate international passenger flights to/from China with their flight schedules in Phase Five as the baseline and in accordance with the following principles: each Chinese airline could maintain just one weekly scheduled passenger flight on one route to any specific country; each foreign airline could maintain just one weekly scheduled passenger flight on one route to China. Airlines operating such flights can make adjustments to their domestic and overseas points based on their operating permits.
2. Starting from June 8, 2020, all foreign airlines that are not included in CAAC’s Phase Five flight schedules could choose one city with airport(s) capable of accommodating international passenger flights (refer to the official website of CAAC for the list of cities) based on their operating permits, and operate one weekly international passenger flight.
3. The route operating permits and slots for the flights whose frequencies are reduced by airlines due to the epidemic will be retained.
4. Airlines are requested to submit their application for Pre-Flight plans of flights till October 24, 2020 to Operation Supervisory Center of CAAC, in accordance with the requirements above.
5. Airlines shall put in place prevention and control measures in accordance with the Preventing Spread of Coronavirus Disease 2019 (COVID-19) Guideline for Airlines issued by CAAC, and implement the requirements contained in the Public Announcement of CAAC and GACC - Requirements for Overseas Chinese Passengers to Fill in and Report Health Information for Epidemic Prevention before Returning Back Home by Air.
6. In a bid to avoid over concentration at the point(s) of entry and ensure that the cities above are capable of providing all-round support for the incoming international flights and passengers, airlines, prior to making arrangements for additional flights, should obtain a Confirmation Letter on the Capacity to Provide Support during the Epidemic Prevention and Control Period (see the Annex for template) issued by the provincial Joint Prevention and Control Mechanism or the provincial leading group on epidemic response.
7. Starting from June 8, 2020, incentives and circuit breaker measures for flights will be implemented.
7.1 CAAC, Ministry of Foreign Affairs, National Health Commission, GACC, and National Immigration Administration, jointly established a leading group mechanism to implement incentives and circuit breaker measures for flights based on the results of nucleic acid tests for inbound flight passengers after their arrival.
7.2 Incentives. If no arriving passenger flying on the same flight and same route operated by an airline is found positive in his/her nucleic acid test after arrival for three consecutive weeks, the airline could add one weekly flight by referring to the weekly number of flights allowed in the route operating permit, and shall cap their weekly flights at two.
7.3 Circuit breaker measures. If 5 to 9 arriving passengers flying the same flight and same route operated by an airline are found positive in their nucleic acid tests after arrival, the airline’s operation on that specific route shall be suspended for 1 week; if 10 or over 10 passengers test positive after arrival, the airline’s operation on the route shall be suspended for 4 weeks. No adjustment is allowed to be made to the quota of the flight involved in a “circuit breaker” to transfer it to other routes. After the end of the “circuit breaker” period, the airline could resume its one weekly flight schedule.
8. Provided that the risk is controllable and the city concerned has the capacity to accept and provide service to additional flights, some eligible countries could moderately increase the number of flights.
9. This Notice shall enter into force as of the date of issuance, and the Notice on Further Reducing International Passenger Flights during the Epidemic Prevention and Control Period issued by CAAC on March 26, 2020 shall automatically become invalid.
