CAAC Issues the First License for the Trial Operation of UAS in Urban Areas
On October 15, CAAC Deputy Administrator Lyu Erxue issued the Letter of Approval for the Trial Operation of Specific Types of UAS and the License for the Use of UAS in Delivery to Zhang Lei, CEO of Hangzhou Songba Logistics Technology Co., Ltd., an Antwork subsidiary. This will be the first time that China conducts trial operation of specific types of Unmanned Aircraft System (UAS) that have finished operational risk assessment and certification, since CAAC issued the Regulations on the Trial Operation of Specific Types of UAS (Interim) and the new policy of streamlining administrative procedures in issuing operation license. This is also the first project in the world that UAS is approved for trial use in delivery in urban settings.

China and Estonia Hold Aviation Talks
On October 23, 2019, CAAC Administrator Feng Zhenglin led a delegation to visit Tallinn and held bilateral aviation talks with Ahti Kuningas, Deputy Secretary General for Transport at the Ministry of Economic Affairs and Communications of Estonia. The two sides reached an agreement on amending the 1999 Air Services Agreement and expanding air traffic rights between the two countries, and signed a MOU. The agreement has laid a legal foundation for air carriers from both China and Europe to open flights between China and Estonia, as well as for the two sides to carry out business cooperation. The Chinese Embassy in Estonia sent representatives to participate in the talks.

China and Greece Hold Aviation Talks
On October 25, 2019, CAAC Administrator Feng Zhenglin led a delegation to visit Athens and held bilateral air talks with Kefalogiannis, Deputy Minister of Infrastructure and Transport of Greece. The two sides conducted in-depth discussions on the negotiation and signing of a new air services agreement, reached an agreement on further expanding air traffic rights between the two countries, and signed a MOU. The agreement has laid a legal foundation for air transport enterprises from both China and Europe to open more flights between China and Greece, as well as for the two sides to carry out business cooperation.

Lyu Erxue Meets with Delegation of the Australian Senate Rural and Regional Affairs and Transport Committee
On November 4, CAAC Deputy Administrator Lyu Erxue met with the delegation of the Australian Senate Rural and Regional Affairs and Transportation Committee in Beijing. The two sides had an in-depth exchange of views on further strengthening China-Australia civil aviation relations and promoting bilateral exchanges and cooperation in various fields of civil aviation.
